The back of the buckle section is marked made in France, and is a pot metal. Quite a showstopper, a great costume accessory! Measures: Approx 13 1 2 when fastened. New owner could adjust if required by unpicked stitching to enlarge, as plenty of spare ribbon (easily an inch each side) if required. Similarly could be reduced. Fits my fairly average neck as demonstrated (probably wont wear with 70s knitted wool
