I'm unsure of the fabric content but feels like perhaps a mid weight rayon or rayon blend

The inner band measures about 21" but will fit larger or smaller as it sits on the back of the head rather than securing over the forehead

A velvet ribbon is threaded through the grommets but can be removed if desired. Label reads "Brookshire of California". Nice, wearable condition. An initial cleaning removed heavy staining so I feel fairly confident that what's left could be removed.
