Double breasted. Shoulder pads appear to have a stable through but it is not stapled to the garment. Maybe she just wanted them to be a little flatter. Pull on skirt with elastic waist band, approx 14 across. There is a small opening at the waistband on on the inside, I believe its meant to be that way, maybe to be able to take the elastic out and
